Stanag 4609 support

With the 4609 option, PIXALARM creates Stanag 4609 compliant streams. From captured videos and available metadatas received from third-party systems (UAV, gimbals, …), PIXALARM encodes the video in H264 and computes missing metadatas, thansk to its integrated map database.
